Decorator Layout component

This component provides an opportunity to highlight a quote from a given person by decorating both the Callout, and Quote patterns.

1. Callout

Callout is being used to offset the component through layout and theming. This sets it apart from the rest of the content on the page.

2. Quote

Quote is used in an un-limiting fashion. The only change if any is due to its need for a high contrast theme change. This component should sit inside of the Callout children's container.
