CalLat copy of chroma where we made some MDWF interface improvements.

We (Henry, Andre, Balint) want to accomplish a few things

1. check if the MDWF solver iteration count with QUDA persists and fix if so
2. re-write all the MDWF solver interface improvements in the latest chroma to catch up
3. copy lalibe HDF5_WRITE_NAMED_OBJECT to chroma
4. add more MDWF interface improvements
