Merit Salary Increase (MSA)

Civil Service employees are entitled to a 5% pay increase every year on their one year anniversary. The increase is automatic, unless an employee has performance issues.

If an employee is at the top of their pay range, they will not receive an MSA. For example:

  • The Information Technology Specialist II pay range is $7,700 - $10,318. If you are hired at, or currently make, the max rate ($10,318) then you will not receive an MSA.

General Salary Increase (GSI)

When a general salary increase takes place, Civil Service employees are entitled to a 2%-5% salary increase at the beginning of each fiscal year (July 1). The percentage varies each year and depends on the negotiated amount between the labor unions and state. Although, there have been consistent GENs the last few years, there is not always a guarantee that a GEN will occur in a given fiscal year.

Most Exempt and CEA employees receive an increase in any fiscal year in which a general salary increase is provided to civil service employees. The amount of the increase shall be comparable to, but shall not exceed, the percentage of the general salary increases provided to state employees.
