Multiple configuration settings are required for the utilities in scs_dev to be able to operate - so configuration tasks should be performed before these utilities are used.

Configuration management for scs_dev is separated out into a separate package: scs_mfr (manufacturing). In most cases, if the scs_dev package is installed, the scs_mfr package should be installed also.
