Makes leveling up in normal mode and true vault hunter mode a bit easier.
Hardly has any impact on ultimate vault hunter mode.

- Removes the 80% exp penalty of killing things while in a vehicle
- Reduces the exp penalty for killing underleveled enemies
- Increases the exp reward for killing higer leveled enemies
