Turns the Party Popper into a recreation of Nine Toe's signature sidearm, the Clipper.
Features;
Stats equivalent to a Vladof-barrel purple-rarity Bandit pistol.
Bullets now behave like normal bullets instead of arcing.
Only spawns with a bayonet - 100% melee damage.
50% splash damage.
Increased elemental effect chance.
Faster reload speed.
