Makes E-Tech pistols actually worth a damn!

Darts recieved a MASSIVE damage buff. They also have slightly increased mag size, but very slightly decreased fire rate.
Spikers, on the other hand, got a huge boost to mag size and fire rate, along with a hefty damage increase.
Both Darts and Spikers are now gun-type splash, meaning they will get the bonus from Reaper.
