After the Navigation, submersion follows. (By the way that's an interesting twist, having to submerge with a float; a 0.5 kg additional buoyancy is significant.)

After submersion there is Ignition (1) and Accuracy (2). It that last 1-2 sequence required too? The reason we ask is that, for simplicity and style, we would like to open the mouth to drop the float (target 2), and then open the mouth again to ignite (target 1). Sequence 1 then 2 is not technically difficult but we would probably need to choose either Ignite or Accuracy for the sole mouth action.

After you complete the navigation you can complete whichever of the other three obstacles you choose to do in any order that you like.
