PSRC household input file bug
In the PSRC specific part of DaySim, the software skips reading the hh expansion factor field and writes 1 instead.
Because of this, the population over/under-sampling isn’t quite working correctly. This is issue #110 in DaySim.
Because of this, the stochastic variation analysis needs to be redone. The model doesn't need to be re-run, but the output trip lists need to be updated to include the household expansion factors.
100% samples are fine since each HH is written with an expansion factor of 1.

ESD is sticking with their decision
So Bellevue will run the model and RSG will VPN in to the machine to setup model runs and download results
