The Swallow functionality allows terminal windows marked with the Terminal flag to "swallow" X windows being started from the command line.

The SwallowFloating functionality controls whether or not floating windows that are not subject to client rules can swallow by default.

The rationale is that if a client is subject to client rules then a NoSwallow flag could have been explicitly set if the intention is that the window is not to be swallowed.

Given the limited ways a client window can end up being floating without being ruled this feature will in practice only apply to clients that are fixed - i.e. the size hints of the window suggests that the window can't be resized as the minimum and maximum size are the same.
