Scratchpads are windows that can be toggled into and out of view using keybindings.
By default a scratchpad window will be moved to the currently focused workspace when toggled.
The ScratchpadStayOnMon flag prevents scratchpad windows to be moved across workspaces and instead
just toggle them where they are.
As the scrathpad can appear on a workspace other than that of the currently selected one the workspace underneath the mouse cursor is automatically selected when the scratchpad is toggled away.
