RefreshSizeHints is an internal flag that is used to indicate that size hints should be
(re-)loaded for a client window upon resizing.
The flag is used to reduce the number of times the size hints for a window is updated and in turn
increase performance. An example case is xterm that will spam the window manager with size hint
events when being resized [ref].
