Layouts are the second half of a Design, they contain all the data on what category goes where, along with all the individual custom bar data (like sorting, name, colour)

You don't edit them directly from the configuration page, you just create it there. You make changes via Edit Mode to items and bars and that data is stored in the Layout.

If you get a * Locked * warning you need to go into the Configuration and under Controls > Blueprints select a non-system Layout (one that is numbered less than 9000, or does not have a * in front of its name)

There should be a default Layout named [1000] Default that you can use but if there are no non-system Layouts available you go to Settings > Categories > Design and add a new Design by typing in a name in the Add field and pressing enter.
