VoLTE on Oneplus 5 Android 10 OxygenOS 10.0.1 (for Rakuten Mobile)

Rakuten Mobile Un-Limit plan is an LTE-Only service on band 3 (and band 18 for the partner AU mobile). Oneplus 5 needs to be set as LTE only to get signal.

Introduction for non-rooted and locked bootloader

The opening thread post https://forum.xda-developers.com/t/guide-volte-vowifi-working-for-german-carriers.3817542/ works for all the OxygenOS versions included 9.0.11.

• Using India-VoLTE-Vodafone for Sub0 and Sub1 (Sim 1 & 2) is enough to enable VoLTE on Oneplus 5.
• After 9.0.11 (or upgrade to 10.0.x), QPST/PDC doesn't work anymore with an error message.
