In this phase, the map is loaded and each player receives control over their starting tiles and units.

First, every player gets to see what tile each space contains, as well as how much Humidity each tile has. Spaces start without any Chaos counters on them. If the space is within the vision of that player, they also get to see any units that occupy that space.

Then every player receives 20 starting income.

Once all players are ready, the first Planning phase begins.
