In order to start texture editing, you'll need to obtain textures to edit.
NOTE: Texture editing has not been explicitly stated that it will not be banned by Capcom, if/when bans are issued. Any modification you do to the game are at your own risk. If you are concerned about bans, you may want to consider not modding.
If you're only planning on editing these textures, continue reading. If you are planning on editing textures are are not on this list eventually, read the next section
First download MHVuze's Low Texture Resolution Workaround
All the main files need to be downloaded and as more updates get added to Monster Hunter World, There will be more main files required to be updated.
Next, extract all the main files on to your main directory of Monster Hunter World, where your MonsterHunterWorld.exe should be. If you have an existing nativePC folder you will want to back up the folder in another place to prevent existing mods from being overwritten. After you have all the files there, run WorldDecompress.exe. Once WorldDecompress.exe is finished, the files should be in the nativePC folder.
If you want to edit every other texture, you'll need to download MHVuze's World Chunk Tool
NOTE: Before using this tool, you should make sure you have at least 80gb of free space left on the drive before attempting to extract the files.
Extract WorldChunkTool.exe into the chunk folder of your main directory of Monster Hunter World. Drag chunk0.bin, chunk1.bin, chunk2.bin and future chunk additions on to WorldChunkTool.exe. Upon dragging a bin file to WorldChunkTool.exe, the tool will process the chunk and after it is finished it will ask you if you want to continue. Press enter to continue the extraction.
After you have extracted everything out of the .bin files, you should have chunk0, chunk1, etc folders. In those folders are files for almost if not, everything in the game. The textures you want will be in the chunk folders. Remember that you will need to put the files into nativePC in the same directory order as the chunk folders to get it to work.
Chunk0 & 1 = Base game
Chunk2 = Title Update 1 (Deviljho)
Chunk3 = Title Update 2 (Autumn Harvest)
Chunk4 = Title Update 3 (Kulve Taroth)
