Download the latest OpenOCD Windows Setup from:
GNU MCU Eclipse OpenOCD

Check the successful installation of tool in the console:
C:\Program Files (x86)\GNU ARM Eclipse\OpenOCD\0.10.0-201601101000-dev\bin>openocd --version

Install Windows Hardware Drivers corresponding to your Debug Probe.
