Task https://github.com/Waiviogit/waivio/issues/2396 When the user visits * .dining.gifts for the first time and the service has to enter cookies, the user must be informed about this (show the Privacy Notice). If the user has already visited the site (cookies have already been created), then the Welcome screen should not be shown.
The same window can be used to explain how to get restaurant rebates.
