Universes

A Universe is at the top of any hierarchy in Politics. It is essentially a group of Worlds, or just one World. It has it's own set of Universe Rules which define gameplay and options inside the Universe.

Each Universe keeps track of it's World(s) and all of the Groups and GroupLevels which are within those worlds.
