I-42: Reduction cards should be made available to ticket vendors

Description

Reduction cards are exchanged via the offline data exchange implemented by the OSDM platform between Allocators and Fare Providers. Ticket Vendors also need access to the defined Reduction Cards.

The OSDM platform might make the reduction cards available.
