OpenRA comes with an easily understandable map editor. This tool allows the creation or editing of maps that already exist. Though there are limits of what can be done with this program, the editor will try to cover the fundamentals. OpenRA does not currently provide graphical tools for SHP editing, however its command line tools allow conversion of 8-bit PNGs with an indexed palette (this is important) to SHP files so a preferred image editor can be used to do the actual editing, with OpenRA's tool for conversion. Scripts can be used, or interface it with source code from OpenRA.Game.exe to automate this. There are also other tools like SHP Builder or XCC Utilities that have a graphical interface.
