While many men of the province are incentivised to fight in the Roman army, the state itself does not receive a large enough share of the profits from Roman conquest to remain a happy and loyal subject. For them, the only path to security is Roman citizenship. Such a step would be drastic however, perhaps it is better to keep the conquered in this limbo where they can be best exploited.
