The Navarchs are a T3-ish faction with an emphasis on sea-to-sky vessels, forgoing terrestrial worlds for maritime ones. Much of their shipyard architecture is essentially just docks for boats.
Probably the most unusual aspect of Navarch society is their perspective on war and how it causes societies to interact: Though the Navarchs will defend themselves with prejudice from unannounced attackers, the act of formally declaring and carrying out war on another society is a compliment of sorts, essentially deciding that the opposing culture is either a strong enough challenge or valuable enough ally that the war-declaring society wants to force interaction with them, inevitably leading to cultural (and technological) exchange.
The Navarchs do not value life in the same way that most other factions do; somewhat similar to the Pug, they do not perceive individuals so much as "sects" of a society, in which "death" only truly sets in when the last of a sect is extinct.
At the height of their power and influence, the Navarchs met the Quarg, whom - to this day - they consider their greatest rivals. The Navarchs' war with the Quarg pushed them to develop what would become the weapon to draw the Drak's notice: The Hyperdrive Malformer. This weapon, capable of teleporting a hyperdrive's explosion some distance away from the ship, drew the Drak's ire due to its similarity to some supernova bombs the Korath developed. This, along with the Navarchs' continuous war with the Quarg, lead to the Navarchs' exile to the distant reaches. To ensure a faction like the Korath Exiles wouldn't find them, the terminals controlling the locking/unlocking status of the wormhole to the distant reaches were put into disconnected planets under the careful surveillance of the Quarg.
