Implemented artifacts

What the gate enforces

• stale release-contract phrases are rejected in primary public docs
• mirrored API references must keep the current datetime and house-policy contract statements
• public API drift remains guarded
• public doctrine surfaces remain guarded
• specialist hardening suites for dasha.py, timelords.py, and cycles.py remain green

Notes

This closes the operational-hardening layer only.

It does not by itself close:

• the broader acceptance-matrix program
• the remaining specialist audit program
• the release-contract and compatibility-note work
