The Council of Twelve if the unofficial ruling council of Goldwarth. Institued by Duchess Engine, the council deals with the day-to-day administration of the region in the name of Alfonze II. Recently, the region has seen a number of minor disturbances in some of its cities and shanty towns, leading the council to be more vigilant. More ominously however, some council members have died within short interval of each others, although from seemingly entirely unrelated causes.
