Summary
GDAS counterpart of jgfs_atmos_gempak_master.ecf. Converts GDAS GRIB2 output to GEMPAK grids for the 9-hour GDAS forecast. Per-hour _master template. Calls JGDAS_ATMOS_GEMPAK.

Key differences from GFS counterpart
- Much smaller: 2 cpus vs 28 cpus (GDAS only produces 9 hours vs GFS 384).
- 5-min wall vs 20 min (fewer grids/hours to process).
- GDAS-specific J-Job:
JGDAS_ATMOS_GEMPAK(not the sharedJGFS_ATMOS_GEMPAK).
