The original concept for this, which differs from what's on the home page of the wiki.
In this everything affects the world. There is no deliberate movement to create rooms. Rooms will be generated based on emotional weight.
Emotional weight is generated every time input references an object or verb. If an object or verb gains enough mentions and relations a room will spawn based on that interconnectivity and gain that context. The room will be linked in the room it was originally created from.
Rooms will still be uris. Most of the rest still applies.
