1. Has a descriptive set of labels.
2. Has a definite milestone.
3. Has the right number of assignees.
4. Clear as to what should be achieved.
5. Easy to know when the issue is done.
6. Has concrete deliverabels.

Issue smells:

1. more than 2 assignees.
2. No milestone
3. No labels.
4. No actioabble item
5. Did not change for a week or so.
6. No body
