18. Working agreement for the AI agent

Read this spec fully before starting any phase. Where §5, §6, §7, §10, §11, §12, or §13 is ambiguous, ask one precise question rather than guessing.
Install and consult the Neon postgres-best-practices skill before writing any DDL or non-trivial SQL. Cite the PG18 docs section for any version-specific construct.
