This is pretty simple to do Just grab the persons steam profile and paste it into this website https://steamid.io/ Now that you are there copy their SteamID64(should look something like this 76561698466831824) and paste it into the decimal part of this website https://www.rapidtables.com/convert/number/decimal-to-hex.html Take the conversion(should look something like 110007588841DD0) and that is their SteamID64Hex ! Just make everything lowercase and you're golden.
