With the motto of the Rogue Frontier being, "those who give up freedom for safety deserve neither freedom nor safety," the average Constellation citizen may suspect that inequality runs rampant for those who reject the loving embrace of the law. Likewise, those who choose to distance themselves from the law often apply the same opinion to those who choose to be smothered by it. Of course, if the law bows at the beck and call of an impersonal greater force, can it really called "law" after all?

The average civilian ship may not carry weaponry stronger than 20 dps, or armor configurations stronger than 100hp in total. Since spending cuts mean that not every station may carry highly expensive regulations enforcement technology, the power limit is often enforced through a proprietary Hardened Device Lock. The HDL is often an external device attached to the ship's device systems but it may also be incorporated into a ship's hull structure. When the lock is active, it is mostly impossible to install any device that is not legally pre-approved for the ship.
