The population density for the various levels is stated as a minimum for guidance purposes and to allow one to judge what sorts of infrastructure might be controlled at this level. The philosophy is that control be delegated to the lowest level where interest, capability, and competency make such decentralization feasible. The density indicated is that of a suburban neighborhood with individual homes and a lot of green space.
