The time during which a representative serves is the session length.
There may be as many sessions as are needed to sort, budget, and approve the proposals under consideration. Sessions may be sequential and/or simultaneous.
Since the draftees need some time to organize themselves and study the proposals presented to them, it appears that a minimum time period is needed. The minimum time is probably on the order of one week for sessions that handle complex proposals. Minor low-level proposals can probably be handled in hours rather than days.
Since the session interrupts the draftee's normal life, the session length should be no longer than is needed to consider a set of proposals. The maximum tolerable time is probably on the order of three weeks.
Assumptions:
- Sessions are continuous. The draftees are working full-time during the length of the session.
- The draftees are not involved in the management of the government. They do not micro-manage departments or select personnel.
- Legislators do not select or approve government managers. The workers who operate and manage government services (as opposed to out-sourced services) are selected and promoted by a civil service agency.
