The basic idea is that a geographic unit should have sufficient land area dedicated to agriculture. Sufficiency means that the unit can, in principle, support the population enclosed within it boundaries. However, it is expected that local farmers will select cash crops that grow well and provide them with the best incomes. Therefore, actual self-sufficiency is not required by the rules.
The current rule requires 2 hectares per person for sufficiency. This is a conservative rule -- based on a world average and allows some tillable land to be resting or in wilderness.
Comment: This concept is mainly an architectural design ideal. It provides a cross-check on the land area assumed for administrative levels from "county" and larger.
Cross-check: About 3% of the land area of the USA is classed as urban.
2 hectares = 20,000 square meters.
3% of that is 600 square meters to be allocated to residence, garden, factory, store, and infrastructure.
The 2 hectares per person seems about right.
