A legislature is basically a kind of marketplace. Its primary purpose is to allocate funds. The major deliverable of a legislatures fiscal year is a budget - hopefully a feasible budget. This is the real work of our representatives. Everything else is mostly grandstanding.
To be fair, one of the other functions of a legislature is to audit government departments, to ascertain if they are achieving the goals that are assigned to them in a reasonably efficient way and have not become corrupted or distracted in some fashion. However, the legislature itself, in the guise of "creating jobs" is the most likely agent of corruption. In the "audit" context, the legislature is basically trying avoid "buyers remorse".
