The intention of the Corporate Plenum is to make the interaction between corporations and government transparent. One article of faith is that industry members will submit to regulation. Regulation is a business service because it assures that ethical operators are not handicapped by having to compete with unethical operators.

Note: Our definition of "corporation" includes all limited liability companies and partnerships. (Perhaps we should widen the definition to include all parties that employ more than a certain number of workers. Thus all enterprises, regardless of their ownership or structure, would be included.)

- communication systems
- regulation of the currency and banking system
- employee protections
- environmental protection
- resource reserves
- intellectual property
- stockholder protections
- mediation of contracts where one or more parties is a corporation
Corporate Plenum opinions are quantified by the number of "shares" that are voted to support (or reject) the proposal. Each business tax-payer is awarded shares proportional to the business tax they paid. Shareholders may assign "proxies" to vote their shares.
