Introduction
Shining Force 3 is the third mainline entire in the tactical RPG series. It was released in 3 separate scenarios, along side a bonus disk with some extra content. The Shining Force games are simpler and more forgiving than most TRPGs, making them a great entry point for anyone wanting to get into the genre. Only the first scenario was officially translated to english, coupled with how unpopular the Sega Saturn was, makes this game difficult to find resources on.
The achievement set is fairly straight forward, mostly consisting of progression, items/barrels, hidden characters, and promotion achievements. A huge number of these are missable and the game is littered with points of no return which prevent you from going back to pick up anything missed. I've compiled a google sheet you can use as a checklist as you go. My main goal for this guide is to function as a checklist as you play. I won't go into details about strategy or tactics, that's for you learn, but I will call out any rough spots or gotchas I ran into during my playthrough.
Jumesyn - This is by far the best guide for this game I found. It's item list is mostly complete, though a handful are missing and some have incorrect descriptions.
Prodakah PDK's Playthrough - this playthrough is a great guide for hidden collectibles. Describing locations can be difficult, I found it much easier to go off their videos.
Setup
This game is 4 discs and you'll need to transfer your save game from one scenario to the next. The simplest way to use the shared internal memory option in RetroArch.
Core Options > Cartridge / Memory Card > Shared Internal Memory - ON. Then go to Manage Core Options and save your core options. When you create your game select to use the cartridge to save, system memory isn't large enough for all 4 saves.
When your ready to start the next disc, select new game, and the narrator will ask if you want to continue from your previous save. If you don't see this prompt you may need to go back into your core options and set the shared internal memory option again.
Before getting started I would also recommend setting up a bind for fast-forward if you don't already have one. Battle cutscenes in this game dip deep into the single digit framerate. I also recommend making manual backups of your save game every so often. So if you miss a collectible you won't have to restart the whole game. I made backups after every chapter.
Promotion Achievements
Promotions are a staple of the Shining Force series, and this set contains 39 achievements related to them. At level 10 characters can receive their first promotion. In Scenario 3 you will unlock a 2nd promotion tier, those can be unlocked at level 20. Most of these are simple and don't require any further detail but I want to point out a few.
Exclusive Characters
There are 2 sets of characters who are mutually exclusive. If you save Garosh in Scenario 1 then he will join you in Scenario 2, if not then Jade will. If you save Stella in Scenario 2 then Produn can join you in Scenario 3, if you don't you will begin the scenario with Edmund. These 2 achievements are the reason a 2nd playthrough is required. Thankfully though when you start a new game in Scenario 3 without using your previous save you will have access to these 2. So only a replay of Scenario 3 is required.
Each scenario contains a secret penguin character to unlock. They are by far the weakest characters and a real pain to level. To level them effectively it helps to understand the how the AI works. Enemy AI for most enemies is very simple, they will prioritize attacking your hero, if they can't they will prioritize casters. My strategy for leveling them was to use my healer to tank hits while the bird slowly pecked away at the attacker. Healers work well for this because they can simply heal themselves when they get low. There is a chance your healer will counter hit and kill the target. You can prevent that by unequiping their weapon.
I've created a google sheet you can use as a checklist The walkthrough will go over the same info, calling out specific achievements as we go. If you prefer a condensed version feel free to go off the sheet, you won't miss anything.
Scenario 1 - Chapter 1
Sarabond
Every chapter has an achievement for collecting every item. Items will be lasted as they become available. Some areas and items can be returned to later but I strongly recommend picking up everything as soon as you have access. This game is littered with points of no return. The same is true for items found during battles. Sometimes you can return to the area and access the items later, sometimes not, so its safest to grab them mid battle.

When you approach the ruins a thief will appear and you can send units in after him. There are locked chests inside ruins that
the thief will open and try to steal the item. If you hit him he will drop it. You do not need to recover the items for the collection achievements. The achievement logic only checks if the chest has been opened. If the ruins contains unlocked chests then you will need to open those.

After Fiale is defeated its time to prepare for the final battles. The opening in the arena where battle 27 took place leads to the hero test. The hero test is the perfect place to grind out any promotions you have left to get. The 5th test contains a boss that serves as a good benchmark for your team. If you're strong enough to beat him, you're strong enough for the final battles.
Now that you're trained up all thats left to do is finish off the first scenario. The final battles will consist of 2 battles simultaneously. Your A team will be on a bridge fighting it out until B team opens the dam. Your B team will be anyone not in your current party, so don't neglect them during training. After a few turns the colossus will appear and begin to attack you. There isn't really anything you can do to fight him, you just have to endure it. After the dam is open you'll only have one turn to get away from the center of the bridge. Anyone left there will be killed, so be ready. Now Arrawnt appears. He's a fairly unremarkable final boss. Take him out and enjoy the dramatic cutscene.
In scenario 3 you will be rejoined by the teams from scen1 and 2. Any items your units are holding will come along with them. Anything stored with your adviser will be lost. So if you have any good healing or stat boosting items you hand them off to your units before going into the final battles. Weapons will transfer as well but there is a 3rd tier of weapon in scen3, so you're gear and large mithrils won't be of much use.
Now it's time for Medion's journey. Throughout it you will revisit areas from the previous scenario. If you are playing from your existing save any items in the towns will be already collected. When you load an area you'll notice the item count on the achievement tracker partially completed. If you are starting from a new save you'll need to recollect this. These items will be called out in the item lists.

This is another refugee rescue. Donhort will join you in this battle but you won't have control over him. Before the battle he will ask you if you want him to rescue villagers or distract their forces, have him distract. Have your refugees run south and into the trees and rush your forces over to them as fast as you can. You can use Hera to absorb a few hits for them, but be careful not to lose her until you've had a chance to talk to her.
It's worth noting that one of the refugees is a thief. If you let him die then you can get a power wine in town after the battle. This item is NOT required for achievements but if you want to min-max your force you can reload your save after popping the refugee achievement to get it.
After battle 16 be sure to return to the village to obtain these, they're needed to unlock Robbie.

I recommend making a backup save at the start of this chapter, the collectibles in it are easy to lock yourself out of. It's also a bit glitchy.
When you first load in your item count should be at 16 / 48. If its not don't panic, it means one of your items respawned. For me it was the 50 gold in the shelf of the imperial camp. It may be something else for you. Recheck the item list for scenario 2 Sarabond and you should find it.
Arthur is on the roof of a building in the center of town, talk to him to get him to join you.
To trigger the next sequence you need to walk into the republic district and then try to leave. Before leaving you need to talk with the lady near a cart. She will give you flowers. These are needed later in the chapter to get the ruins map, so make sure Medion an empty inventory.
When you attempt to leave the Republic district you will be informed that everyone has been arrested. Medion, Syn and Arthur will need sneak into Garvin's Mansion and bust them out. You'll only have access to these 3 characters until you finish the next battle, so make sure there is enough inventory space to hold the items you'll find in the mansion.

The Hero Test is located in underground area the previous battle took place in. Fight your way through each floor and defeat the boss at the end, same as you did in scenario 1. Use the hero test as a chance to level up, get any promotions you're missing and prepare for the final battles.
I recommend stocking up on healing items before this battle. You're about to face down the laser mushroom and its just not possible to avoid getting zapped by it. Gracia won't have enough mp to heal it off.
After the battle Jane will appear and ask you to spare Goriate, say yes. This will unlock Rollie later.
This battle has a ruins and the thief can jank out on you. You'll need a flyer to destroy a barrel blocking the one chest, after move back across the gap. If you stay too close the thief can aggro on you and then he won't open the other chests.

We've reached the final hero test. This is your last chance to get any missing promotions. This hero test consists of 10 floors. Each floor rewards an item for each hero. You'll need to complete the hero with all 3 heroes to collect all 30 items.
This is also the time to plan your party for the Premium Disc. The Premium Disc consists of a boss rush. The first 7 bosses aren't really anything to worry about, but the last 2 you'll want to be prepared for, they're the closest thing to a super boss this game has.
You'll have access to every character you've unlocked on your save. Things you should consider when building you team:
The bosses don't move and are 3 tiles wide. The arena only gives you 3 tiles for melee users.
You'll want to pack multiple healers. Dark Sol will cast Death Breath which does 50ish damage to a wide area. Expect to need to heal 50 - 70 damage every turn.
Status ailments can be a concern, specifically poison and confusion. You may want to invest in the luck stat. Luck effects how likely a status is to land. At 9 luck you are invulnerable to every status effect.
Buffs/Debuffs: Magic Resist is very useful in the later fights. Same for the Attack and Slow spells.
How hard you want to prep is up to you but once you've completed the final boss and save your game you can no longer load it here. So you can't go back and grind more if you need to. The soft level cap for stat growth is level 20, with a hard cap at level 30. There's really no need to go all the way to 30, but going to 20 isn't a bad idea.
Any items you're team is carrying will transfer to the premium disc, so load up with any good healing items you've been hanging on to.
Before heading off the final battles be sure to put all your good consumables(healing rain, hope lights, etc) in the inventories of the characters you plan to use in the premium disc.
We Are the Shining Force! (10)[Scenario 3] Defeat the Blue and Green High Priests, Braff, and Basanda and win the twenty-eighth, twenty-ninth, and thirtieth battles
Battle 31
To save Jane you'll need to have Gracia cast Blessing on her. When you kill Dessheren the forcefield around Jane will disappear. You need to cast it on her on the same turn.
The premium disc contains concept art and a music player but the only thing we're interested in is the boss rush mode. The first 7 are easy and shouldn't give you any trouble, but the final 2 can be a challenge. Zeon and Darksol have 5000 and 7000 hp respectively, there's no way to rush them down and you won't be able to see their health until they are almost dead. The arena doesn't allow for any strategic unit placement, this is just a numbers race. Apply buffs, heal when needed, and trust the plan.
The only thing left to do now is get the promotion achievements for Edmund and Jade. Start a new game using the scenario 3 disc and choose not to use your existing save. You'll start with Edmund in your party and can promote him whenever appropiate. When you reach the final chapter Jade will be part of Medion's roster. Do a quick run through the hero test, give him his promotion and you're all done.
