Try to leave the town to the north through the tall grass and Oak will stop you, have you watch him catch a Pikachu and then take you to his Lab. Once in his lab, you will be offered a Pokémon. When you try to get the Pokémon, your Rival will take it instead, and you will be given a Pikachu. Try to leave the lab, and you'll be forced into a battle with your rival. You can win or lose this battle, it really doesn't matter. After this, you will be able to leave Pallet Town and enter Route 1.
On your first trip through here, just simply pass through to Viridian city, as you have no pokéballs yet in which to catch Pokémon with.
Later when you have pokéballs you will want to return and catch the following common Pokémon:
Pidgey, Rattata, Meowth, Psyduck, Poliwag
Doing this will get you Full Party (5): Assemble a full Team of Pokemon.
There is also a rare chance of finding a Raticate, if you see it you may as well try to catch it, but this isn't necessary
All you can really do here right now is to enter the Pokémart and get Oak's package. Once you return, you can buy pokéballs very cheaply at the mart. Also to note is that you can purchase TM26 Earthquake for 7000 pokédollars at the mart here. The only way to proceed to Pewter City is through Route 22 to the west.
Here there is a mandatory battle with your rival. If you struggle to win here, feel free to simply overlevel some wild Pokémon. Keep your Pikachu under level 16 though, as you'll want to use it during the Brock battle and that has a level cap of 15. My personal strategy is to catch a Meowth, overlevel it and make sure it learns Pay Day at lvl 16. Later it can learn Water Gun from a TM and is an infinite source of money as well as able to knock out any non-gym trainer quite trivially and long as you let it get all the XP from trainer battles and allow it to eventually evolve.
New common Pokémon to catch here:
Nidoran(f), Nidoran(m), Vulpix, Mankey, Growlithe, Eevee, Spearow
Rarely a Ditto can be found here too
The Strongest Rock (10) Defeat Brock, set mode, max level at the start of battle 15 and no Bag (m: there are no rematches)Brock has the following Pokémon:

Pikachu can easily take care of the lead Zubat with a couple Thundershocks, and then you can catch a few Poliwags (found in the tall grass south of Pewter City) to spam Water Gun against everything else, as they are all weak to water. Also, don't forget that Aerodactyl is weak to Thundershocks. Just make sure that all members of your party are at the level cap of 15 and that the game options is on Set mode. You can even do this with a single Poliwag with enough luck, the extras are just there for insurance.

Bring your own Charmeleon (being given away as a gift Pokémon north of the Pokémon center and through a house) and use its Dragon Roar against Blaine's Charmeleon, which is now weak to this due to having Dragon type added to it. For the rest of his fire Pokémon, bring a few Poliwhirls and use Bubble Beam. Finally, for the Porygon just simply bring a Machop and use Karate Chop which is now a fighting type move and super effective. Machop can be found in the grass to the west of the gym.

Get some Dugtrio from the nearby cave, spam Dig for all the non-flying type Pokémon, then use Rock Slide against Zapdos. Dugtrio can even learn cut, so you don't need an HM slave to enter the gym.
