The Dwarves:

Dwarves, unlike most other races, don't create big sprawling kingdoms; they create deep, deep, city-states that they call their home. Most city-states lay compleatly in (and under) other countries, but few leaders are stupid enough to think they have anything to say about the Dwarves. The Dwarven cities are listed in the lands they lay in.
