Rules

• Ban the construction, remodeling of, and sale of toilets that are high-water-use. Give incentives for people to remodel bathrooms for low-water-use toilets. 

• Prioritize requiring all sewer/water systems in the Sun Belt to recycle water.

Stock and Flow Structures

• Fog Collectors. Can be made with nets or swamp cooler pads California could collect water with mist catchers. Could have in all areas out of public sight, and during the night in public spaces. It rolls down during the day.

• Build a massive city outside the frost belt but in close distance to water resources, to prevent moving to and motivate leaving the Sun Belt.
