Routing evaluations in DTN/OppNets are often run on scenario sets with hidden redundancy, making results less robust and less transferable.

• Build a reproducible scenario corpus with broad coverage and controlled redundancy.
• Quantify structural diversity from scenario descriptors, not only narrative labels.
• Produce a documented baseline that can be reused for protocol benchmarking and later adaptive-selection phases.

• Frozen, publishable baseline: 60 scenarios, 7 families.
• Official final metrics documented in Final-frozen-results.
• Declared limitations documented in Methodological-limitations.
