GIT workflow to add new vocabularies

To add new vocabularies to the BUDO schema, an issue must be posted to Github. For this, a feature request template exists that should be used.

It is important to explain where this new feature should be added. Is it a feature request of a tool (Excel or Google spreadsheet) or an extension of the vocabulary of the BUDO schema. If it is an extension of the vocabulary, it is important to specify in which category the extension should take place.
