It fires when Syracuse, Katane, Leontinoi, Kamarina, Tauromenion, Tyndaris, Messana, Enna, Myttistratum, Acragas, Panormos, Segesta, Eryx, Lilybaion, Herakleia Minoa and Melite are all held by Syracuse.

The game checks this at the end of every round.
