Who gets it: Rhodes

Messengers: Demos and Boule of the Rhodians, hear us out! We bring Aspis shields from Greece, to be carried by cavalry!

People: WHAT!?

Messengers: The time has come for our Hoplites to fight from horseback, as other Greeks are now doing. We must move with the times.

People:

Messenger: Oh, strategoi, will you adopt our suggestions?

Strategos 1: Rhodes is always at the forefront of change and innovation. I recommend to adopt the reform.

Strategos 2: The demos alone rules, hence I will stay silent. Let us vote!

And so, the people of Rhodes voted to introduce Aspis bearing horsemen into their army. Long live democracy!

It fires when a settlement held by Rhodes is a huge city or larger.

The game checks this at the end of every round.
