Who gets it: Carthage and Gades

Carthage always to a large extent relied on mercenaries, strangers, to fight its wars. Over time, military innovations in the Greek world, such as the adoption of Thureos-bearing infantry, therefore also became reflected in its roster. This reform, situated in 255 BC, makes some of these new units available for recruitment, following the retraining of a Carthaginian army by Xanthippos the Spartan. It fires when it is turn 30 (263 BC) or later.
