Who gets it: Bosporans

Hail, Basileios, Strategos Autokrator and Archon of the Greek cities on the Bosporos! You have led our men from victory to victory, and now, finally, the Black Sea yields when you speak. From beyond the great waves, military innovations have found their way into our land, and our melee infantry has been improved to fight ever more competently against those who cast covetous eyes on our rich lands. You may now recruit these men and lead us to yet another famous triumph!

It fires when at least 3 settlements that are a huge city or larger are held by Bosporans.

The game checks this at the end of every round.
