Make data count reconciliation (from 2020)- finally going forward :)

Design decision ...

• Maintain LDAP for now - use a QDR form to register new users
• Keycloak can replace shib
• Question: Eventually we want external credential sign on ... Can we do this with intermediate approach?
• • Answer: Yes, should be possible but might be something we need to user test to get correct sign on workflow (e.g. how to make sure the user accepts ToS etc)
