The Council of the Nine is comprised of nine high initiates of the Starry Brotherhood of Og-Min called the Annuttara who have chosen planetary service through physical incarnation. This they are allowed to do for the span of one complete aeon, being required to incarnate at the very beginning of a spiral of evolution and remain until the next shift in templates.
