As development progress is made, team members log their hours in this spreadsheet as follows:

• Log entries should account for sub-tasks ranging from 0.5 to 3 hour of work.
• Sub-tasks logged should be describable in one sentence.

Hours are logged not only for renumeration, but for a shared project history. A public history of progress brining cohesion to the team. All tasks are, of course, related to the WinnipegElection project as a whole. Granular logging of work also allows us to reflect on our "development velocity" to better estimate hours for future tasks. A shared spreadsheet is used because it's the simplest thing that works.

Tracking hours, however, isn't project management. We've been using Trello for that. Trello is a to-do system modelled after Kanban, a development process focused on incremental, evolutionary change.
