Vanilla Skyrim allows you to set favorites 1 and 2. Tuxborn's load order expands this out to 3-8, and this page talks about how to set them.
"How do I set a favorite?"
Standard Skyrim functionality applies to assign a favorite to any of those slots:
- Make sure the item you want in that slot is marked as a Favorite
- Bring up your Favorites list and highlight that specific item
- Hold down on the appropriate key or control to set the favorite.
"I play on PC with controller. How can I set favorites?
If you play a non-BFCO profile, you can use DPad Left and DPad Right to set favorite slots 1 and 2.
If you play on a BFCO profile, DPad Left is used to sheathe your weapon. DPad Right however can still be used to set favorite slot 1.
For the remaining slots, you can either use the relevant keys on your keyboard, or, if you're using a controller that supports doing so, you could make a radial menu to contain the favorites as Steam Deck players can do. (See next section.)
"I play on Steam Deck, so I have no keyboard when I play. How can I set favorites?"
Favorite slots 1 and 2 work for Steam Deck the same way they do on PC with controller.
For all other favorite slots, if you want to fill out one or more of them, you will need to do one of two things:
- Map an available back button
- Set up a radial menu that contains those favorites

"What should I set in my favorite slots?"
Anything you like! Some suggestions to consider:
- Primary weapon on slot 1
- Secondary weapon on slot 2
- Any means to summon custom followers you're running, which could be a power or a spell depending on which specific followers you have
- The Stash Supplies spell from Legacy of the Dragonborn, if you're a fan of that spell
- Any other weapons, spells, powers, potions, etc. that you regularly use
